LOOMING DEADLINE

The United Nations is set to release its report on the alleged chemical weapon attack in Syria on Aug. 21—but the report might not name who is responsible for the deadly nerve gas strike that killed an estimated 1,400 people. The U.N. report's primary purpose is to confirm the attack, and it could identify what agent was used, which is largely believed to be sarin gas. Meanwhile, on the diplomatic front, China finally broke its silence on Syria, saying that it welcomed the purposed deal for Assad to hand over his chemical weapons while Israeli leaders said Sunday they hope the U.S.-Russia agreement would lead to the "complete destruction" of Assad's weapons.

FRONTLINES

Venezuelan congressman Abdel el-Zabayar is leaving his lawmaking post to take up arms for Bashar al-Assad in Syria, The Daily Beast's Mac Margolis reports.

DEADLY COMBO

Mexico braced for storms on both the southwest Pacific coast and the Gulf coast, Hurricane Ingrid bore down on the west and Tropical Storm Manuel threatened the east. Forecasters warned that Ingrid, the second named hurricane of the Atlantic storm season, could reach Mexico as early as Monday, and is expected to dump heavy rains on the region. Manuel is expected to drop 10 to 15 inches of rain in the Mexican states Oaxaca and Guerrero, and up to 25 inches in some isolated areas. Independence Day festivities—scheduled for September 15 and 16—were canceled around the country.

DEVASTATING

An estimated 500 people are still unaccounted for in Colorado's devastating floods, with at least four more inches of rain in the already-soaked Boulder expected Sunday. Four deaths have been blamed on the flooding, with a fifth person presumed dead. Among the dead were a man and woman, both 19, who were swept away while leaving their car. In fact, a helicopter surveillance mission carrying Gov. John Hickenslooper and others was forced to divert twice to rescue people waving below for help. The damage of the floods is expected to cost an estimated $150 million in Boulder alone. Meanwhile, New Mexico was also hit by heavy rains, with at least one death blamed on flash floods.
