Thirteen Cleveland cops fired 137 shots and killed two unarmed blacks in 2012. Now, nine are suing the city for racial discrimination, claiming it wasn't fair they were placed on restricted duty, Michael Daly reports. The suit comes less than two weeks after 12-year-old Tamir Rice was shot dead by police. This department needs radical change, fast.

Good News

The rapid evolution of HIV is slowing its ability to cause AIDS, according to a study of more than 2,000 women in Botswana and South Africa. Scientists said the research suggests a less-virulent HIV could be one of several factors contributing to a turning of the deadly pandemic, eventually leading to the end of AIDS. "Overall, we are bringing down the ability of HIV to cause AIDS so quickly," said Philip Goulder, a professor at Oxford University who led the study. "But it would be overstating it to say HIV has lost its potency." Some 35 million people have HIV, and AIDS has killed around 40 million people. But campaigners noted that for the first time, the annual number of new HIV infections is lower than the number of HIV-positive people being added to those receiving treatment.

BUSTED

One of the wives of ISIS leader Abu Bakr al-Baghdadi was arrested in Lebanon along with their child. Lebanon's defense minister confirmed the arrest. A security official told Reuters that Baghdadi's wife was arrested nine days ago after she tried to cross into the country from Syria. Lebanon's Al Safir newspaper said authorities captured her "in coordination with foreign intelligence services." She was traveling under a false identity. She was traveling with Baghdadi's daughters—Lebanese officials said they had carried out DNA tests to confirm their relationship to Baghdadi. ISIS has yet to publicize a response to the arrests.

Surrender

Three co-founders of Hong Kong's Occupy movement, which has held possession of parts of the city for weeks, announced Tuesday that they will surrender to authorities. The three—Benny Tai Yiu-ting, the Rev. Chu Yiu-ming, and Dr. Chan Kin-man—said they will face the consequences of their civil disobedience and urge protesting students to "retreat." But their move came as leading student activist Joshua Wong launched a hunger strike in a bid to force a meeting with the territory's Chief Secretary Carrie Lam to discuss reform of the political system. The already-slender Wong, who is just 18, has been instrumental in repeatedly bringing students onto the streets during the Occupy protests that aim to to push Beijing for a change in policy. He said his hunger strike would go on indefinitely.
