Time to start the apology tour. Former CIA director David Petraeus told a Los Angeles veterans' group on Tuesday that he "regrets" his extramarital affair and the debacle following that led to his resignation. "Needless to say, I join you keenly aware that I am regarded in a different light now than I was a year ago," said Petraeus, speaking at a dinner honoring the Southern California ROTC. The retired four-star general had resigned in disgrace in November 2012 from his position at the helm of the CIA after admitting to an extramarital affair with his biographer, Paula Broadwell. Petraeus received a standing ovation at Tuesday's event, and he was allowed to cut the cake, an honor usually reserved for the highest-ranking member in the room.

THREATS

North Korea said on Wednesday that it will be cutting off all direct military communication with the South, including access to a military hotline. North Korean officials said they would inform the United Nations that the tense conditions on the peninsula have created a situation "for a simmering nuclear war." The strong rhetoric from North Korea even caused concern from China, Pyongyang's only major ally in the region, which called the situation "sensitive." As if the situation couldn't get any more tense, a South Korean soldier standing guard at the border threw a grenade at a moving object in the dark early Wednesday. A patrol searched at daylight and found no indication of any infiltration by North Korea.

CRISIS

Stuffing your money into your mattress can be overrated, Cyprus. Cyprus's banks are set to reopen Thursday as the country's leaders on Wednesday finalized capital-control measures in an effort to prevent bank run. The country has agreed to a bailout deal with the European Union to avoid bankruptcy but could cause some of the larger depositors—many of whom are international lenders—to lose around 40 percent of their wealth. Under the terms of the bailout, the country's second-largest lender, Cyprus Popular Bank, will be shut down and accounts of under €100,000 will be transferred to the Bank of Cyprus. Although this deal is generally considered less painful than the original one proposed that would have put a tax on small and large deposits, many in Cyprus do not feel reassured—and are expected to withdraw their money as soon as the banks reopen.
