Did John Kerry accidentally avert a war with Syria? The White House has reportedly agreed to discuss a Russian plan in which Syria places its chemical weapons under international control in order to avert a U.S. strike. The diplomatic solution was accidentally broached yesterday by Secretary of State Kerry in an off-the-cuff remark. Russia immediately seized on the remark and started discussing a plan of action with Syria, which Syria promptly agreed to. Obama called the proposal a potential breakthrough, but was skeptical that Syria would make good on its promises.

SECOND ACT

The new national-security adviser is again testing out talking points, this time giving an emotional appeal on Syria. It's an astounding turnabout from Benghazi a year ago, says The Daily Beast's Eleanor Clift.

Four men were convicted Tuesday in the fatal gang rape last year of a 23-year-old student in Delhi, a case that shocked the nation and led to countrywide protests and, eventually, stricter laws against sexual assault. Mukesh Singh, Vinay Sharma, Akshay Thakur, and Pawan Gupta all face the death penalty, although they have maintained their innocence, and lawyers for three of the men said they plan to appeal the conviction. Sentencing will begin Wednesday. Protesters outside the Delhi courtroom Tuesday called for the convicted to be hanged. They were accused of raping a 23-year-old student on a bus in December. She died 10 days later from massive internal injuries—but not before she testified against her attackers.

Due to poor performance, the S&P Dow Jones Indices are dropping Alcoa, Hewlett-Packard, and Bank of America from the Dow Jones industrial average. Visa, Nike, and Goldman Sachs will take their place. The changes "were prompted by the low stock price of the three companies slated for removal and the Index Committee's desire to diversify the sector and industry group representation of the index," according to a statement from S&P. The shakeup is the biggest the index has seen since 2004, when AIG, Pfizer, and Verizon replaced AT&T, Eastman Kodak, and International Paper.

In his testimony at the House Foreign Affairs Committee hearing, Defense Secretary Hagel echoed President Obama's concern regarding the use of chemical weapons in Syria. 'Our adversaries must not believe that they can develop and use weapons of mass destruction without consequence,' Hagel argued.
