FLAMEOUT

A week before the election, Terry McAuliffe is on the verge of becoming the governor of Virginia. The Daily Beast's Jamelle Bouie says Ken Cuccinelli is one of the worst gubernatorial candidates in recent Republican history.

BIG BROTHER

When things have gotten as embarrassing as the U.S. spying on its allies, maybe it is time to throw in the towel on the whole thing. The White House is apparently considering putting a stop to the eavesdropping on foreign leaders, a senior administration official said Tuesday—just as a report in the Los Angeles Times reports that the White House and the U.S. State Department signed off on the spying themselves. Not only that, professional staff members at the National Security Agency and other U.S. intelligences services are angry at the White House for selling them down the river as President Obama has tried to distance himself from the scandal. Meanwhile, Spain joined the growing list of nations unhappy with the program amid reports that NSA monitored 60 million Spanish calls a month.

After the Storm

Since 1794, the Bridge CafĂ© had been serving drinks in New York—until Hurricane Sandy's floodwaters forced it to close. The Daily Beast's Michael Daly on the city's oldest bar and its struggle to reopen.

BAD START

Chemical weapons inspectors in Syria missed an early deadline, according to a report published Tuesday. Inspectors from the Organization for the Prohibition of Chemical Weapons have visited 21 out of 23 sites because of security risks, meaning the watchdog group missed the October 27 deadline to visit all declared sites. Syria has claimed there are 41 facilities at 23 chemical sites where the country stored an estimated 1,300 tons of precursors and over 1,200 munitions. In the first report to the United Nations Security Council, OPCW chief Ahmet Uzumcu said the organization had confirmed evidence from 37 of those 41 facilities.  According to Uzumcu's report, there are 18 chemical weapons production facilities, 12 chemical weapons storage facilities, eight mobile units to fill chemical weapons, and three chemical-weapons facilities.

NOT SO FAST

Watch your back, Brian Williams—the White House is not happy with NBC News. The White House pushed back Tuesday against an NBC report that three-quarters of people who bought insurance independently would have to switch plans—and that the Obama administration knew about it. "NBC 'scoop' cites 'normal turnover in the indiv insurance market.' That's a) not new b) not caused by #ACA c) the problem #ACA will solve," tweeted deputy press secretary John Earnest. According to the NBC report, 50 to 75 percent of the 14 million people who purchased their insurance individually would have to change plans, although President Obama has insisted nobody would have to switch plans if they didn't want to. Senior advisor Dan Pfeiffer tweeted that the report was "misleading."
