When Hillary Clinton was at the helm, the State Department repeatedly refused to designate Boko Haram a terrorist group, Josh Rogin reports. Boko Haram is the Islamist group who kidnapped nearly 300 Nigerian schoolgirls last month and plans to sell them. The department fought against a terrorist designation despite Boko Haram's bombing of a U.N. facility, and requests from the Justice Department, CIA, and FBI.

The resort city of Odessa, Ukraine has long felt immune to the violence around it, but Will Cathcart reports from the ground that it's just a spark away from civil war. The only thing each side seems to agree on is that something else very bad is going to happen on Friday, May 9th—the anniversary of Soviet victory over Nazi Germany.
TAXMAN RUNETH

The House of Representatives voted on Wednesday to hold former Internal Revenue Service employee Lois Lerner in contempt of Congress for refusing to cooperate with an investigation into the agency's targeting of Tea Party and other conservative groups. Lerner outraged Republicans when she admitted the IRS gave extra scrutiny to conservative groups but repeatedly refused to testify on Capitol Hill, claiming her Fifth Amendment privilege. Her case will now be referred to the U.S. Attorney for the District of Columbia and the contempt charge will be reviewed by grand jury. If convicted, Lerner could face between one month and a year in jail and a fine of up to $100,000.

Monica Lewinsky's tell-all in Vanity Fair has hit newsstands and she is making it clear that she does not identify as a a feminist, or at least "Feminist, capital F." Lewinsky writes that although she is grateful for the movement, her "experience being passed around like gender-politics cocktail food" has disenchanted her. She also expresses her disappointment that the "movement's leaders failed in articulating a position that was not essentially anti-woman during the witch hunt of 1998." She also criticizes Hillary Clinton's reaction to the affair, writing, "I find her impulse to blame the Woman — not only me, but herself — troubling."

TIMES A-CHANGIN'

Nearly one-in-four Hispanic adults are now former Catholics, the Pew Research Center reports. According to its 2013 National Survey of Latinos and Religion, a majority of America's 35.4 million Latino adults (55 percent) identify as Catholic. Roughly 22 percent are Protestant, most of whom identify as born-again or evangelical. And 18 percent are religiously unaffiliated. In 2010, Pew Research polling showed two-thirds of Hispanics identified as Catholics, meaning Catholic identification has dropped 12 points in the past four years.
