I will cross my fingers and hope the rain has finally ended, and steers clear of our upcoming Memorial Day celebrations! As the sun begins to emerge out of the grey clouds, so does our economy slowly begin to rebuild.  New Form I-9 Rule Implemented

On May 16, a new rule for verifying employment eligibility through the Form I-9 process is set to take effect. The new rule revises the list of acceptable documentation to remove documents that are outdated or expired.

 SSA Resumes "No-Match" Letters

The Social Security Administration (SSA) resumed sending "no-match" letters to employers last month after discontinuing the practice three years ago.

 Free Choice Vouchers Eliminated

The recently signed federal budget agreement repealed the Free Choice Voucher program put forth under the new Patient Protection and Affordable Care Act (PPACA), which would have required employers to provide certain employees with a voucher for purchasing alternative health coverage.

 Independent Contractor Classification under Review

The IRS Advisory Council (IRSAC) has issued several recommendations to curb misclassification of independent contractors. These recommendations are currently under review by the IRS.

Question & Answer: Employee Morale

Question:

A recent downsizing of our company has led to a decrease in morale among the remaining employees. What are some ways we can combat this?

 Answer:

Since the country's economic troubles began, many employers have been faced with the unwelcome need for downsizing. Some companies were hit early on, while for others, the financial difficulties had a slower, more gradual, onset. When the decision has been made to eliminate positions, remaining employees are often left with heavier workloads and salary freezes. Under such circumstances it may be tempting for management—faced with increasing pressure and anxiety over making budget—to over-supervise and implement stringent policies upon their remaining employees. Instead, however, it is crucial for employers to reinforce an atmosphere of trust and teamwork, and demonstrate to employees how much their hard (and extra) work is appreciated.

As we noted a while back, such tokens of appreciation need not be costly or extravagant, and can be as simple as a handwritten "thank you" note, occasional events such as a quarterly movie afternoon, or offering doughnuts at the next staff meeting. Also, be sure to increase motivation through constant feedback, clear communication, promoting accountability and trust, and celebrating small victories.

HR Tip: Establish a Social Networking Policy

You may have heard the news story of the Glee extra who was fired for releasing spoilers about a forthcoming episode on her Twitter account. This circumstance highlights just how powerful social networks have become in recent years. Social networks provide employers with inexpensive and effective tools for communicating with clients and customers. However, employers also run the risk that employees might access personal social network accounts during work hours and, what's more, could potentially post information that is unfavorable to the company. Therefore, it is important for employers to establish a clearly-defined social networking policy that communicates appropriate social networking behavior.
