Today: Cain's Tax Delinquency, Police Tear-Gas Occupy Oakland, Obama on Leno: Libya a 'Success'

CORRUPTION

Raj Rajaratnam may have company soon. Sources tell The New York Times that Rajat Gupta, former director of Goldman Sachs and Procter & Gamble, will surrender to federal authorities today, making him the most prominent target of a sweeping investigation of insider trading. The charges, set to be filed today, likely relate to the investigation into Raj Rajaratnam's hedge fund Galleon Group. The Securities and Exchange Commission has already filed an administrative proceeding against Gupta accusing him of passing confidential information about Goldman Sachs to Rajaratnam.

EXCLUSIVE

Herman Cain, the businessman GOP candidate who's been surging in the polls with this 9-9-9 tax plan, lapsed in his own tax payments in 2006—then fought paying them. The Daily Beast's Daniel stone reports. Plus, see the documents.

CLASH

Oakland's protest encampment is now occupied by riot police. Occupy Wall Street protesters repeatedly clashed with police as they tried to retake the plaza where they'd been camping for weeks. Police raided the encampment Tuesday morning, arresting 97 people, but the protesters soon regrouped and attempted to march back to the park. At least five clashes followed, with police firing tear gas to disperse the protesters. In Atlanta, around 50 protesters were arrested as police cleared out a park where they had been camped for weeks.

LATE NIGHT

The president made a stop on late-night TV Tuesday night, telling The Tonight Show's Jay Leno that U.S. intervention in Libya was a "recipe for success" and comparing the GOP presidential candidates to Survivor contestants—saying he'll only start paying attention once most of them are "voted off the island." Obama also claimed that he has "definitively" stopped smoking, and chided the GOP for opposing his withdrawal of U.S. troops from Iraq. It was his fourth appearance on the show, and his second as president.

UNPOPULAR

Bad news for President Obama and Congress, good news for Occupy Wall Street. A New York Times/CBS poll finds that distrust of government is at its highest level ever, with 89 percent of Americans saying they distrust government to do the right thing, 74 percent saying the country is on the wrong track, and 84 percent saying they disapprove of Congress. The poll also found that 43 percent of Americans say that wealth should be distributed more evenly in America. Asked specifically about the Occupy Wall Street protests, 25 percent of Americans said they had a favorable impression and 20 percent said they had an unfavorable one.
