'THERE IS NO GOING BACK'

Unions in Turkey began a two-day strike on Tuesday in solidarity with protesters, while a 22-year-old was shot to death at a rally in Antakya on Monday night, the second person to die in five days of demonstrations. Prime Minister Recep Tayyip Erdogan insisted his government wouldn't "give away anything to those who live arm-in-arm with terrorism" before departing on an official trip to North Africa. In Ankara, police charged at the protesters—mainly teenagers—using tear gas and a water cannon to disperse them. Hundreds have been injured since a peaceful rally against the government's plans to raze a tiny park in Istanbul has grown into a massive, countrywide demonstration against Erdogan's authoritarian rule.

THREATS

Republicans threatened to hit the IRS where it really hurts: its wallet. House Appropriations Committee Chairman Hal Rogers said on Monday that he may impose limitations on the Internal Revenue Service's funding in the investigation into why the IRS targeted conservative groups for review of their tax-exempt status. "And I don't need to remind you or anybody else that the power of the purse rests with Congress, and we're prepared to use that purse to get to the truth," Rogers said. The acting IRS chief, Danny Werfel, agreed that it is the "wrong starting point" to say that that particular division of the IRS needed more money, but he insisted he would defend President Obama's budget that calls for a $1 billion increase in funding for the IRS.

UNDER WATER

Suburban Prague remained under water on Tuesday while the city's main flood defenses seemed to block it from the worst of the rising river as the heavy rains headed toward Germany. More than 10,000 were evacuated in Germany, and 11 people have already died from the floods in the Czech Republic, Austria, Poland, and Germany. On Monday German Chancellor Angela Merkel visited the hardest-hit regions, promising €100 million in aid. A state of emergency is still under way in the Czech Republic, although authorities were hopeful they had successfully avoided a repeat of the worst flooding of 2002, which killed 17 people.
