A runoff will be held later this month. Moderation The Mitt Romney-favorite and former Treasury official, Neel Kashkari, beat out the Tea Party candidate in California's gubernatorial primary. Side Eye In 2011 and 2012, Hillary Clinton's State Department negotiated directly with the Taliban over a swap for Bowe Bergdahl, but Clinton was not a fan of the idea.
