DEADLY LAW
The killing of Michael Brown isn't the first time that Missouri cops have fatally shot an unarmed young man, or even one named Michael Brown. Michael Daly reports that in 2005, an unarmed white Michael Brown was shot dead by a cop after he and his friends were caught speeding. In another instance, two cops killed men in a stationary car. In neither case were the officers indicted—Missouri law gives wide latitude to shoot suspects.
SPEAK UP
President Obama once embraced the role of healer-in-chief, but his reaction (or lack thereof) to the chaos in Ferguson shows he is now uncomfortable in that role. Stuart Stevens argues the president could have done more to step in and bring calm to a tragedy that speaks to our still painful racial history. That would have required Obama to put his personal credibility on the line as president and, yes, as our first African American one.
WAR CRIME

Ukraine says dozens are dead after a convoy carrying civilians was hit by a rocket strike in eastern Ukraine on Monday night. Ukrainian military spokesman Andriy Lysenko said: "By 7 p.m. last night we retrieved 15 bodies." The search is ongoing. The Ukrainian military said many of the victims, which included women and children, were burned beyond recognition, while others had limbs blown off. The attack occurred near Luhansk, which has been a major site of violence between Ukraine and pro-Russian rebels. Kiev blamed the separatists for the attack, but they denied responsibility. The U.S. condemned the attack but could not confirm who was to blame for it.

BAD INFLUENCE

The son of actor Jackie Chan was arrested by Beijing police on marijuana-possession charges last week as part of a larger drug crackdown on celebrities. The police released an official statement regarding the detainment of Jaycee Chan, 31, who was taken into police custody with Thai movie star Kai Ko, 23. Both tested positive for marijuana. A government anti-drug adviser said celebrities were being targeted by the Chinese government because of the "huge influence" that they had on "their large number of fans." More than 100 grams of pot were found in Chan's home, and he is now under criminal detention for "providing a shelter for others to abuse drugs." If convicted, he faces up to three years in prison. Jackie Chan was named an official "Narcotics Control Ambassador" by Chinese police in 2009. He has yet to comment publicly on his son's arrest.

NEUTRALIZED

The U.S. Navy said Monday it destroyed the "most dangerous chemicals in Syria's declared stockpile," aboard a ship in the Mediterranean. It was the first time such materials have been destroyed at sea. President Obama praised the mission but insisted Syria must still follow through in destroying remaining chemical weapons production facilities. Secretary of State John Kerry used the opportunity to criticize Syrian President Bashar al-Assad, saying, "The images of children suffering at the hands of a monster's illicit arsenal reminded all the world why these weapons have long been shunned by the civilized world and revealed for any who still doubted the true face of Assad."
