His visit is part of a regional tour to discuss the Syrian crisis with countries that neighbor the troubled state. European Union Germany and France lock horns ahead of EU summit Controversy over cross-border bank regulation and eurobonds have surfaced ahead of the EU summit this week. France and Germany are particularly far apart on the issue, with politicians already trading barbs. Latin America Colombian government, rebels, in Norway for peace talks Representatives from the Colombian government and the leftist FARC rebel group have arrived in Oslo, where they'll try to negotiate an end to an armed conflict lasting half a century. Libya Libya report probes 'war crimes' and Gadhafi's death Human Rights Watch has accused Libyan militias of massacring dozens of captured supporters of the late strongman Moammar Gadhafi. Its report also questions official accounts of how Libya's late dictator met his death. Libya struggles with the rules of democracy Society Millions poor despite Germany's wealth Thirteen million residents in Germany live below the legally defined poverty line or are at risk, despite the country's wealthy reputation. Germany's statistics bureau also says solo parents are especially affected. Poverty in Germany traced to childhood inequalities Sports Armstrong steps down from own charity Lance Armstrong will step down as chairman from the cancer charity he established, a week after a report was released accusing the former champion cyclist of extensive and sophisticated doping. Business Growth German government revises growth forecast The German government has altered its growth forecast for this year and 2013. While it hopes for a slightly bigger expansion of the economy in 2012, it's revised down its expectations for next year. Biofuels EU looks set to cap use of food-based biofuels The European Commission has come up with draft legislation that would lead to a reduction in the use of food-based biofuels in the 27-member bloc. The move follows vociferous protests by environmental pressure groups.
