The latest proposal by House Republicans's to reopen the government is dead on arrival. The Daily Beast's Ben Jacobs reports from Washington on why the deal won't work—and whether the Senate can save the day. Plus, Daniel Gross on why the economy is still in trouble even if they do get to a deal.

That was quick. Hours after House Republicans said they would write their own proposal to end the government shutdown, Senate Majority Leader Harry Reid said Tuesday that the Senate would never go for it. "It's nothing more than a blatant attack on bipartisanship," Reid said. Oh and what's more—House Speaker John Boehner is even noncommittal about it. "I have made clear for months and months that the idea of a default is wrong and we shouldn't get anywhere close to that," Boehner insisted. With all eyes on the Senate to come up with a deal to end the government shutdown and raise the debt limit about the October 17 deadline, House Republicans on Tuesday had proposed their own plan that would be slightly less punishing to their party members.

The mass exodus from Burberry continues. CEO Angela Ahrendts is leaving for Apple, with Christopher Bailey succeeding her at the helm of the fashion company. Ahrendts, who is credited with Burberry's digital success, will become Apple's senior vice president of retail and online stores, reporting to Tim Cook. Bailey, meanwhile, will retain his role as chief creative officer as well as CEO. The upheaval caused Burberry's stock to drop 6.4 percent in London, the steepest decline on FTSE. Looking back at 10 years of transforming Burberry into a hip, young brand, Ahrendts is "going out on a high," said analyst Rahul Sharma.

Brave traffic warden or bravest traffic warden? Hillary Clinton got a bit of a the commoner experience in London on Saturday when she got a parking ticket—although her security detail did try to stop it. Clinton's silver Mercedes was parked outside the Chatham House in Westminster—where she was picking up an award—for nearly 45 minutes, without allegedly having paid the £3.30—or $5.25-per hour parking fee. When the traffic warden wrote the ticket, five members of her security detail jumped out, but the warden refused to back down. The £80—about $127—fine can be reduced if she pays it within 14 days (down to £40, or $63). Otherwise, Clinton has until October 25 to appeal, giving the entire world the opportunity to see Hillary Clinton in traffic court.
