IT'S ALIVE

Four years since being trampled by conservatives, the left-wing, grassroots organizing group ACORN is back in all but name, reports The Daily Beast's David Freedlander. From Florida to California, dozens of entities have sprung up in the wake of ACORN, many of them with the same leadership doing the same work that their old group did for 40 years.

SOME EXCUSE

The National Security Agency's collection of phone records has had "no discernible impact on preventing acts of terrorism." That's according to a study released Monday by the New America Foundation, which analyzed 225 terrorism cases in the U.S. since the 9/11 attacks. The study backs up the findings last month by the White House-appointed review group, which also said the NSA program was "not essential." Instead, the New America Foundation study says that in most cases, traditional law enforcement and investigative methods were the most effective.

WHERE WERE THEY?

The chemical facility in West Virginia that poisoned drinking water for 300,000 people had not been visited by environmental inspectors since 1991, the Wall Street Journal reported Sunday night. The facility owned by Freedom Industries Inc. spilled 7,500 gallons of 4-methylcyclohexane methanol through a one-inch hole in a tank last week. The feds don't inspect most above-ground chemical storage units, and West Virginia had not yet forced Freedom Industries to implement a groundwater protection plan. Too late now.

CA-CHING

Diplomacy pays off. Iran will receive $550 miillion at the start of February when world powers free part of Tehran's blocked $4.2 billion. The money is part of a temporary agreement to curb Iran's nuclear program and goes into effect Jan. 20. Iran also gets temporary relief from sanctions. The deal says Iran will stop enriching uranium beyond 5 percent, dilute or convert its current stockpile, and cease installing new centrifuges.
