Many conservative and religious groups oppose using government funds for surgeries they doubt are medically necessary or even effective, Anna Gorman writes. QUIET TRIBUTE

Thousands of mourners paid tribute to Michael Brown at his funeral in Ferguson, Missouri, on Monday. The 2,500-person capacity church sanctuary was full, and crowds, including many who did not know Brown or his family, were moved into overflow rooms. Rev. Charles Ewing, Brown's great uncle, delivered the eulogy, saying, "Michael Brown's blood is crying from the ground, crying for vengeance, crying for justice." Rev. Al Sharpton lamented that the teen was being buried instead of starting his second week of college, and berated protesters for unruly behavior. "They had to break their mourning to ask folks to stop looting and rioting… Can you imagine?" he asked. "They have to stop mourning to get you to control your anger." Also in attendance were the family of Trayvon Martin, White House officials, and Sen. Claire McCaskill of Missouri.

SCARY
The U.S. Army base at Fort Lee, Virginia, was briefly locked down when a female soldier fired a gun at herself and was hurt. The U.S. Army said the soldier barricaded herself in an office and shot herself in the head with a non-service weapon while law-enforcement authorities tried to negotiate with her. Maj. Gen. Stephen Lyons said the soldier, who has served for 14 years and holds the rank of sergeant first class, was throwing objects around the office. She was in the third floor of the four-story building that houses the Army's Combined Arms Support Command (CASCOM). Some 1,100 people were in the building at the time, but there were no other reported injuries. The Army has not revealed the soldier's name or medical status, but said she had been taken to Virginia Commonwealth University Medical Center in Richmond. An all-clear was issued shortly after the lockdown was issued.
