In a memoir due out next week, former Defense Secretary and CIA Director Leon Panetta blames the White House for botching U.S. foreign policy. From Syria to Afghanistan, Panetta slams Obama for "hesitation and half steps" on Syria, reports Josh Rogin, and for a controlling and insular White House staff. The Clinton administration veteran says that White House knew how to do things.

Draconian

A federal appeals court gave Texas permission to fully enforce a sweeping abortion law that would effectively close all but seven abortion facilities in America's second-most populous state. Just two years ago, Texas had 41 abortion facilities, but many have already closed under a provision of the law that requires doctors who perform abortions to obtain hospital admitting privileges. This latest ruling means at least a dozen remaining clinics are set to shutter as well. Republican Governor Rick Perry signed the law last year, but in August a lower court blocked requirements of the law that say clinics must meet hospital-level operating standards to stay in business. The appeals court's decision wipes out that fleeting victory for abortion-rights groups. The ruling was stayed pending appeal, but the court wrote that Texas is likely to prevail. If the state does, the clinics would have to make costly upgrades to new standards and reopen.

One of the biggest obstacles to curbing the spread of Ebola in West Africa is testing. The only option for a test requires a vial of blood and takes anywhere from 12 hours to four days to get a result. Abby Haglage reports on a new rapid diagnostic test just waiting for the go-ahead. Using a pin prick worth of blood, it can detect Ebola in 15 minutes or less.

Massive Hack

A cyberattack this summer on JPMorgan Chase compromised the accounts of 76 million households and seven million small businesses, a tally that dwarfs previous estimates by the bank and makes the intrusion among the largest ever. Until just a few weeks ago, JP Morgan had said it believed only one million accounts had been affected. Hackers operating overseas gained access to names, addresses, phone numbers and emails of JPMorgan account holders. The details of the breach were disclosed in a securities filing Thursday.
