RANSOM

ISIS posted a video online Tuesday threatening to kill two Japanese hostages unless it receives a ransom of $200 million in the next 72 hours. Footage reveals two hostages in orange jumpsuits that the jihadi names as Kenji Goto Jogo and Haruna Yukawa. The militant, speaking with a British accent, said Japan was targeted for supporting Western military efforts. "You have proudly donated $100 million to kill our women and children, to destroy the homes of the Muslims," the jihadi said on camera. Speaking in Jerusalem, Prime Minister Shinzo Abe said that ISIS should immediately release the hostages, saying that "their lives are the top priority." Back in Japan, the government's chief spokesman declined to say if a ransom would be paid.

PRIVACY CONCERN

At least 50 U.S. law-enforcement agencies have access to radar devices that enable them to see through walls to detect whether anyone is inside, a practice that was otherwise unknown to the public until it surfaced last month in a federal appeals court. The device, Range-R, has raised new legal concerns over government surveillance and privacy issues. A federal appeals court in Denver said in December that officers had used the device, which was first deployed more than two years ago, before entering a house to arrest a man who violated his parole. The judge said he was alarmed that authorities had used the technology without a search warrant, and that "the government's warrantless use of such a powerful tool to search inside homes poses grave Fourth Amendment questions."
