TAMERLAN TSARNAEV

Dzhokhar Tsarnaev was released from the hospital Friday and sent to a prison for inmates who need medical attention. Meanwhile, in Cambridge, Massachusetts, mosque leaders are divided about how to handle the final rites for his brother, bombing suspect Tamerlan Tsarnaev—or if Islam means disavowing him altogether, writes The Daily Beast's Michael Daly.

TRAGEDY

At least 36 people were killed early Friday in a fire at a Moscow-area "special regime" mental hospital, meaning that most of the patients were confined to the facility. It's unclear if this is a factor in the high death toll, although the region's acting governor, Andrei Vorobyov, said the fire spread rapidly. The nearest fire station is a 40-minute drive from the clinic. "Some windows were fit with security bars, but some were not," Vorobyov said. Russia's lax security code has been known to lead to inadequate fire exits. Authorities had identified 20 victims by midmorning.

RED LINE

Israeli officials urged the U.S. to consider military action in Syria as Britain's Prime Minister David Cameron spoke out to back the U.S.'s claim that President Bashar al-Assad had used chemical weapons. The White House said on Thursday that Syria likely used chemical weapons, but U.S. officials emphasized that they are not 100 percent certain. President Obama has previously stated that the use of such weapons would be a "game changer" in determining whether or not to intervene in Syria's two-year-old civil war—which has claimed tens thousands of lives. The administration urged caution, and said they would need definitive proof before getting involved. Israel is threatening to strike Syria—anxious to stop weapons from Assad's army from falling into the hands of Hezbollah militants in neighboring Lebanon.

TAKE THAT, SEQUESTER

After sequester cuts led to a shortage of 1,500 air-traffic controllers this week and thousands of delayed flights, the Senate unanimously agreed Thursday to allow the Federal Aviation Administration to move $253 million from other accounts to end furloughs and keep air-traffic-control towers open at smaller airports. "This should prevent the onerous delays that have been occurring and that were only going to get worse as the traveling season reached its peak this summer," said Senator Susan Collins of Maine. The House is expected to approve the legislation on Friday.
