BEHIND BARS

The Cleveland kidnapper showed a stunning lack of self-awareness in court Thursday—informing the judge who sentenced him to life in prison without parole that he's "not a monster." Mansfield Frazier on why Ariel Castro's victim complex will only get worse in the clink.

TENSIONS

President Obama may have to cancel his plans to hang out with Russian President Vladimir Putin this fall. After Russia granted National Security Agency leaker Edward Snowden asylum, the U.S. has been harshly condemning the country, saying the move could threaten relations. "We are extremely disappointed that the Russian government would take this step," said White House spokesman Jay Carney, adding that they "are evaluating the utility of a summit" this fall. Russia had demanded that Snowden cease all political activities if he stays, but U.S. officials worry he could begin leaking classified information directly to Russia.

CAMPAIGN SPENDING

Where's the money? Ben Jacobs says SarahPAC would be facing revolt or fraud charges if it were a business or charity. The accounts show hardly any funding for GOP candidates.

DAMAGE CONTROL

Anthony Weiner's mayoral prospects aren't the only political ambitions threatened by his compulsive sexting. The scandal could cast a shadow on Hillary Clinton's presidential ambitions, through Weiner's wife, Huma Abedin, a longtime aide to Clinton. Enter Philippe I. Reines, the personal spokesman and adviser to Clinton who advised Abedin moments before she joined her husband in his first post–Carlos Danger press conference. Reines says he became involved out of his friendship with Abedin, but he also called Clinton to give her a heads-up about the conference. Reines also seems genuinely angry with Weiner, berating him when Carlos Danger was first unmasked, and telling him he was going to "reach through this phone" and "pull out" his throat. Abedin is taking a five-week paid hiatus from Clinton as the mayoral primary comes to a close.

COUNTDOWN

Congress is about to leave for its five-week summer vacation, but they still haven't reached an agreement on spending that would avert a government shutdown in the fall. If they fail to reach a compromise, they'll have a short window, from September 9 to October 1, to figure things out. Two approaches to fixing the budget were both rejected this week: the first, a Senate bill designed to restore some of the billions cut from housing and transportation by the sequester; the other, a House bill relying on automatic budget cuts to shrink the government. If Congress fails to reach a deal upon their return, the government will shut down October 1.
