C'est l'amour. The alleged affair involving French President Hollande has taken a new turn as reports surface that trysts with actress Julie Gayet took place in an apartment connected to the Corsican mafia, moving a frisky indiscretion to full-blown affair of state. The Daily Beast's Tracy McNicoll reports that the apartment linked to Michel Ferracci, who was recently handed an 18-month sentence for embezzlement and has ties to the Brise de Mer gang, has raised concerns of whether Hollande put himself in danger.

This is insane even for you, Florida. A retired police officer reportedly shot and killed a man for texting during a matinee of Lone Survivor in Tampa Bay on Monday. Police say the movie hadn't even begun when Chad Oulson was texting his 3-year-old daughter, and got into an altercation with Curtis Reeves. The 71-year-old former captain pulled out a pistol, shooting Oulson in the chest and his wife, Nicole, in the hand. He was arrested and is being charged with second-degree murder.

UNCERTAIN FUTURE

On the third anniversary of the start of the Arab Spring, voters in Egypt are heading to the polls for a referendum on a revised constitution. The ousted Muslim Brotherhood (now deemed a terrorist organization) has called for a boycott. And while the proposed constitution provides for increased religious freedom and women's rights, its expanded authority for the military, judiciary, and police may pave the way for a dictatorship, says The Daily Beast's Jamie Dettmer.

A team of negotiators from the House and Senate announced Monday night a $1.1 trillion spending bill that will flesh out the agreed-upon December budget. President Obama's request for significant new pre-kindergarten education funding was filled, but the budget for the Affordable Care Act remained at a reduced level. The bill includes a large increase for the FDA, and for migration and refugee assistance. The House will take on the bill on Saturday.

KERRY DISMISSED

Israeli Defense Minister Moshe Yaalon is reportedly no fan of U.S. Secretary of State John Kerry, who has recently been doggedly pursuing a deal in the Israeli-Palestinian conflict. Israel's largest newspaper, Yedioth Ahronoth, reports that behind closed doors Yaalon said, "Secretary of State John Kerry—who has come to us determined and is acting out of an incomprehensible obsession and a messianic feeling—cannot teach me a single thing about the conflict with the Palestinians." Yaalon, who is part of the right-wing Likud party, is viewed as skeptical of a possible deal with the Palestinians. In continuing his biting take of the presidential runner-up, Yaalon declared, "The only thing that can save us is if Kerry wins the Nobel Prize and leaves us alone." Yaalon's office declined to comment on the story.
