KEEP CALM

The U.K.'s terror threat level has been raised from "substantial" to "severe" thanks to the situation in Iraq and Syria. Prime Minister David Cameron said at least 500 people have left Britain "to fight in Syria and potentially Iraq." A "substantial" threat means a terror attack on the U.K. is "highly likely," but the government said there is no intelligence to indicate that an attack is "imminent." The U.K. is now on the second highest of five possible terror alert levels.

NAÏVE

Rarely has a president said something like "we don't have a strategy yet" to combat a threat to America, but Barack Obama did just that yesterday. No wonder, Stuart Stevens writes. The president puts too much faith in the eventual triumph of good over evil, as if victory in the Cold War or World War II were foregone conclusions—not the result of good people willing to die.

TURBULENCE

For the second time this week, a plane was forced to land over a seat-recline fight. A Paris flight bound for Miami was forced to land at Logan International Airport in Boston after Edmund Alexandre, 61, of Paris became enraged when the passenger in front of him reclined her seat. When a flight attendant tried to calm him down, Alexandre proceeded to chase him down the aisle. An air marshal cuffed Alexandre and he was arrested at the airport. Alexandre faces federal and state charges for interfering with the American Airlines crew. On Sunday, a similar dispute over a seat recline forced a plane flying from Newark to Denver to land in Chicago.
