In the aftermath of a grand jury's decision not to indict an NYPD officer for choking Eric Garner to death, police use of excessive force has come under intense scrutiny. Emily Shire reports on even worse cases—where police shot an autistic man for having a "blank stare" and killed a 7-year-old girl laying on a couch—and faced no consequences.
SHOOT FIRST

The Department of Justice said Thursday that the Cleveland Police Department has a pattern of "unreasonable and unnecessary use of force," as typified in the shooting to death of 12-year-old Tamir Rice last month and a slew of other incidents, including officers punching a 13-year-old shoplifter who was already in handcuffs and shooting at an unarmed kidnapping victim who was wearing only underwear. Cleveland and the Justice Department have signed an agreement to create a court-enforceable consent decree that will include an independent monitor to oversee reforms. The DoJ investigation found that besides unnecessary shootings, cops also use "head strikes with impact weapons" and "excessive force against persons who are mentally ill or in crisis, including in cases where the officers were called exclusively for a welfare check."

A 68-acre shantytown just next door to the fabulous offices and homes of Silicon Valley is being dismantled Thursday. Known as The Jungle, it was seen as an ugly symbol of the San Jose-area homeless crisis. The city and surrounding county have an estimated 7,600 homeless people—more than the homeless population of San Francisco. About 75 percent of them were sleeping outside, a higher percentage than any metropolitan area in the country. The median home price in the San Jose region is nearly $700,000. Since its decision to close The Jungle, San Jose has worked to find the camp's inhabitants a new home.

COME ON

After facing multiple delays, the launch of NASA's Orion spacecraft was scrubbed Thursday and will be rescheduled. NASA had a 2.5-hour window to launch the spacecraft, beginning at 7:05 a.m. It had been delayed by a boat straying in the launch danger zone, a stuck liquid-oxygen drain valve on the rocket's booster engines, and wind gusts. NASA's plan, in decades to come, is for the Orion to bring people back and forth to Mars.
