Stop-and-Frisk Violated Constitution The New York Police Department violated the constitutional rights of tens of thousands of New Yorkers through its controversial stop-and-frisk policy, a judge ruled today. The NYPD's practice of stopping and searching people not suspected of any crime—usually young minority men—has skyrocketed in the last decade. The judge ruled that the practice violates Fourth Amendment protections against unreasonable search and seizure, as well as the equal-protection clause of the Fourteenth Amendment. But the NYPD won't have to end stop-and-frisk. Rather, the judge said the practice could continue under the oversight of an outside lawyer, who will make sure the department obeys the Constitution. Disney-Area Villa Partially Collapses A resort villa near Florida's Disney World partially collapsed early Monday while another portion is sinking, leaving the building slightly tilted with large cracks and water leaking from within. The villa had been evacuated and luckily no injuries were reported. About 30 percent of the three-story structure collapsed around 3 a.m., Lake County Fire Rescue Battalion Chief Tony Cuellar said. The villa has a sinkhole in the middle, measuring about 40 to 50 feet in diameter. Witnesses said they could hear a cracking sound as the villa began sinking, with onlooker Luis Perez saying, "You could see the building leaning and you could see a big crack at the base of the building." The attorney general will announce Monday the overhaul of mandatory minimum sentences for nonviolent, low-level drug offenders. The overhaul is part of a widespread prison reform package that the Justice Department has worked on for months, senior department officials said Sunday. Holder will outline the new policies in a speech at the American Bar Association in San Francisco on Monday, and he will highlight the "vicious cycle of poverty, criminality, and incarceration" that has occurred since the mandatory minimums went into effect. "We simply cannot prosecute or incarcerate our way to becoming a safer nation," Holder is expected to say.
