Democrats in Congress are ready to give President Obama $5 billion with no strings attached to fight ISIS, report Josh Rogin and Tim Mak. Despite no details on how the money would be spent, the process is moving forward thanks to a combination of fear and confusion.

Unimaginable tragedy struck in Alabama on Tuesday, when the bodies of five children, ages 1 to 8, were found after a week missing. The kids' father, Tim Jones, Jr., has been taken into custody in connection with their disappearance, after witnesses say they were last seen with him in South Carolina. He has been charged with child neglect and police said they expect to file more charges against him in connection to the children's death. Their mother reported them missing and said she was unable to contact Jones, her ex-husband. Police have not released details on how the children died.

President Obama plans to ask Congress to quickly authorize the arming of Syrian opposition forces, as he moves forward on his own with a broader effort—both military and political—to combat militants in Syria and Iraq, according to administration officials. He is also reportedly considering airstrikes within Syria to expand the campaign against ISIS. The president will brief the American people on his plans in a prime-time address to the nation Wednesday night. Obama's decision to address the public directly shows how seriously he regards the threat posed by Islamic State militants battling in Syria and Iraq to form an Islamic state. The president has said he has the authority to take action against Islamic State, but would welcome action from Congress that would help the overall effort. Obama huddled with congressional leaders ahead of his address. Some have expressed skepticism regarding Obama's previous call for funds to fight ISIS, as the administration failed to detail how the money would be spent.

In what can only be seen as a desperate last-minute effort, U.K. Prime Minister David Cameron is racing to Scotland on Wednesday to try to persuade voters to vote "no" on an independence referendum in eight days. Cameron is joined by the leaders of the three other major parties, including Deputy Prime Minister Nick Clegg of the Liberal Democrats, and Ed Miliband, the opposition Labour Party leader. In an opinion piece in the Daily Mail, Cameron wrote, "Let no one in Scotland be in any doubt: We desperately want you to stay; we do not want this family of nations to be ripped apart."
